Protection of minors
The Audiovisual Council of Catalonia (CAC) pays special attention to the protection of minors, both in their role as users of the media and when they appear in the media. In particular, the CAC monitors harmful content, the signalling and the adaptation of content to the different time slots. The CAC oversees both programmes and advertising. It is also part of the powers of the CAC to ensure that public media offers sufficient quality content aimed at children and young people.
In addition to the monitoring of content broadcast by radio and television, in recent years the CAC has begun the analysis of content broadcast through the Internet, which is a field with a less defined level of regulation. The CAC wishes to emphasize that although it recognizes as belonging to it the task of protecting children and young people insofar as it is a regulatory authority, the maximum effectiveness in this field can only be achieved by sharing the task among the regulator, the media, publicists, the educational community and families.
The task of audiovisual literacy which allows children and young people to adopt a critical spirit about the content they consume, especially in the field of the Internet, is fundamental. For this reason, the CAC offers an education program in audiovisual communication, which has already been implemented in various educational centres.
