Biography

Barcelona, 1958

She has a PhD in Law and she is Professor of Administrative Law at the University of Barcelona since 1995, where she teaches economic regulation, administrative modernisation and liberalisation of public services and infrastructures. She has been director of various courses on contracts and public services, and on telecommunications regulation at the University of Barcelona and at the Menéndez Pelayo International University.

She has authored hundreds of publications on economic regulation, changes in public services, liberalisation of telecommunications, audiovisual reform and independent authorities, among others. She has been Guest Professor at a number of Spanish and European universities, like Paris I - Panthéon-Sorbonne, Paris II - Panthéon-Assas, Milan, Florence and Rome "La Sapienza" universities, among others.

She is member of the European Group of Public Law since 1995, as well as other research networks, such as the Association Française de Professeurs de Droit Administratif, the Associazione per gli studi e le ricerche sulla riforma delle istituzioni democratiche e sull'innovazione nelle amministrazioni pubbliche (ASTRID) or the Asociación Española de Profesores de Derecho Administrativo. She is member of the editorial board of several Spanish and European journals of public law and public administration (among others, the International Review of Administrative Sciences, the Revue Européenne de Droit Public, and the Revue Française d'Administration Publique), as well as assessor of the Spanish, French and Italian research evaluation agencies.

Elected as an independent on the Partit dels Socialistes de Catalunya (PSC) list, she was member of the Spanish Parliament from 2004 to 2008.
